The draft resolution comprises 12 articles and applies to domestic and foreign organizations and individuals participating in the development of Vietnamese tourism. It stipulates six main policy groups: support for high-quality tourism projects and incentives for key tourism projects; support for business development and community linkages in tourism activities; support and incentives for new tourism business models and controlled pilot projects; support for tourism human resource development; special visa policies to facilitate entry, exit, and residence for international tourists; and state budget support for tourism development.

According to Minister Lam Thi Phuong Thanh, this draft Resolution has reviewed, adjusted, and supplemented policies and regulations to closely adhere to the principles outlined in Resolution No. 26-NQ/TW of the Politburo, ensuring feasibility and adherence to the scope and principles of implementation.

At the same time, the draft Resolution has categorized the application of preferential policies and support to ensure suitability for each type of project based on high-quality tourism projects; the support and preferential policies regarding taxes, land, human resources, infrastructure, and visas are in principle and the Government is tasked with specifying the details to ensure flexibility and suitability to the specific characteristics of tourism.

According to the preliminary review report on the draft Resolution presented by the Chairman of the Committee on Culture and Social Affairs, Nguyen Dac Vinh, the Standing Committee found that the draft Resolution basically adheres to the guiding spirit and institutionalizes the major policies and orientations of Resolution No. 26-NQ/TW, focusing on six urgent issues under the authority of the National Assembly.

The Standing Committee suggested that further review is needed to ensure consistency and synchronization with existing laws and draft laws currently being submitted to the National Assembly; and to continue reviewing policies supporting the opening of new flight routes, commitments on tourism services, and tax incentives for multinational corporations within the scope of the global minimum tax rate in accordance with relevant treaties.

At the same time, it was suggested that the procedures for identifying and recognizing projects eligible for incentives be reviewed and clarified, and that the Government be tasked with specifying the details. Some opinions suggested considering job opportunities and income for ethnic minority women; and proposed further concretizing policies in ethnic minority, mountainous, and island regions.

Concluding the discussion on this matter, National Assembly Vice Chairwoman Nguyen Thi Thanh stated that the National Assembly Standing Committee acknowledges and highly appreciates the Government's efforts in drafting the Resolution and the Standing Committee of the Culture and Social Affairs Committee's preliminary review conducted in a very short time.

The Vice Chairman of the National Assembly requested that the drafting agency carefully review the title of the Resolution; at the same time, clarify which contents are pilot projects, which contents will be implemented immediately, and only include in the draft Resolution specific mechanisms and policies that closely adhere to Resolution No. 26-NQ/TW of the Politburo. The review should focus on ensuring that the mechanisms and policies are truly urgent and create breakthroughs, avoiding a scattered approach.
