80 Years of the 1946 Constitution: National development must be sustainable and rooted in independence, sovereignty, freedom, justice and the happiness of the people
The 80th anniversary of the adoption of the 1946 Constitution provides an opportunity to reaffirm an enduring principle: the strength of the State derives from the People; the exercise of state power must be safeguarded by the Constitution and the law; and the sustainable development of the nation must be closely linked to independence, sovereignty, freedom, justice and the happiness of the People.

In his opening address to the Third Plenum of the 14th Party Central Committee on the morning of July 20, General Secretary and President To Lam called for a decisive shift from setting guidelines to making policy decisions and taking concrete action; from restructuring the apparatus to enhancing its operational capacity; and from growth heavily reliant on capital, natural resources and low-cost labour to development driven by productivity, knowledge, technology and people.

At the heart of the model is the principle that all policies must be designed for the people, rooted in the people’s aspirations and dedicated to serving their interests. Citizens will play an active role in governance through access to information, participation in decision-making, oversight of public affairs and equitable access to development outcomes.
